  • Overview

    The Bandwidth Manager will serve as the primary liaison between the USMC and satellite contractors in managing various aspects of operational program support. This position is located at a customer site in Camp Pendleton, CA.


    * This position is contingent upon contract award. *


    • Provide centralized management of bandwidth to ensure users on TDMA and FDMA carriers do not conflict.
    • Collect and provide usage data for out-year bandwidth needs.
    • Provide support for link budgets and engineering for commercial Ku SATCOM requirements.
    • Provide commercial SATCOM bandwidth management throughout the Marine Corps associated with this effort.
    • Receive and process commercial Satellite Access Requests (SAR).
    • Coordinate with commercial bandwidth providers, Operating Forces, Tactical Systems Support Center, Headquarters Marine Corps (HQMC) Command, Control, Communications, and Computers (C4), Supporting Establishment, and Fleet Marine Force units then publish the transmission plan.
    • Develop and execute engineering activities to include: transmission planning, link budget analysis, network design, budgetary pricing, network enhancements, and technical briefings.
    • Attend and support USMC meetings associated with commercial SATCOM issues as directed by HQMC C4.
    • Coordinate, track, and forecast Host Nation Agreement (HNA) status for USMC tactical SATCOM terminals including: technical requirement collection and submission, process tracking and update, and terminal inspection.
    • Contact individual responsible for obtaining Host Nation (HN) authorization for up to date requirements as these change from HN to HN and terminal to terminal.
    • Obtain all technical documentation to include concept of operations, terminal equipment configurations, terminal locations, and operational periods.
    • Submit all required documentation to individual responsible for obtaining HN authorization; request HN submission status monthly and provide HN updates as requested/required by HQMC & Operating Forces.
    • Coordinate and track success/failures of terminal inspections and re-inspections, as required; determine and coordinate HN licensing requirements.
    • Provide HQMC C4 with cost forecast for out years, based on known terminal density and HN license status.
    • Forecast ability of USMC terminal to access DoD Teleport/Strategic Tactical Entry Point (STEP)/Regional Hub Node (RHN) resources based on HN authorization held by DoD Teleport/STEP/RHN terminals.
    • Provide HQMC C4 with the impact on operational and training readiness planned USMC operations and training based on SAR/SAA submissions.
    • Provide recommendations to mitigate negative impacts on operations and training capabilities of USMC operations based on inability or reduced capabilities based on HN licensing impacts (i.e. alternate terminals, alternate bands, alternate teleports).


    • U.S. Citizen with an active U.S. Government issued secret security clearance and the ability to maintain this clearance
    • 5-10 years of experience with satellite bandwidth management
    • BS or MS in electrical engineering or related industry preferred
    • Experience supporting DoD teleport programs preferred
    • Direct experience implementing and maintaining carrier databases
    • Experience with Microsoft Office Suite
