    The Technical Recruiter will manage the full life cycle recruitment process for Globecomm’s Engineering Services group, which will focus on supporting government contract staffing requirements that will drive revenue within Globecomm. Positions will focus on cleared IT, Security, and Engineering individuals.

    Responsibilities

    • Develop effective working relationships with Business Development and Proposal Teams to understand pipeline of requirements, based on pending contract awards.
    • Participate in the proposal process, by assisting with providing labor category rates, sample resumes, and/or active resumes and letters of commitment/intent, as needed.
    • Manage recruitment strategy that will drive critical business initiatives, by understanding internal and external customer needs, in order to effectively staff government contracts.
    • Build active candidate pipeline that allows Globecomm to respond proactively to task orders and effectively fill open positions within the timeframe required in the contract.
    • Source candidates based on appropriate sourcing strategy. Identify non-traditional, creative sourcing and recruitment ideas to attract talent. Identify applicable job posting sites.
    • Conduct initial phone screens to ensure candidates meet customer requirements.
    • Work with assigned PM to provide feedback and status update for open positions. Identify bottlenecks and work with PM to develop solutions to ensure programs are appropriately staffed.
    • Work with HR Manager to create and update job descriptions.
    • Maintain applicant and interview data within Applicant Tracking System, consistent with corporate Recruitment process.
    • Ensure HR and manager compliance with Globecomm’s Affirmative Action Plan and EEO policies.
    • Attend trade shows, job fairs, and community and networking events.
    • Build and maintain professional network and presence within the community – act as a brand ambassador for Globecomm.
    • Perform other duties as assigned by Manager.

    Qualifications

    • U.S. Citizen with the ability to obtain and maintain a U.S. Government issued security clearance.
    • 5+ years of experience recruiting cleared IT, Security, and Engineering positions.
    • Experience sourcing and recruiting within a cleared, government contracting environment.
    • Familiarity with recruitment within the DoD and Intel communities.
    • Ability to develop and execute successful sourcing and recruitment strategies; effective candidate engagement skills.
    • Ability to identify and resolve problems in a timely manner.
    • Ability to work independently and in a fast-paced environment.
    • Ability to manage and prioritize multiple, competing assignments in a dynamic environment, with the ability to be extremely flexible and adaptable.
    • Ability to build trust and maintain strong relationships with managers and candidates.
    • Ability to maintain the highly confidential nature of human resources work.
    • Demonstrates integrity and ability to treat people with respect and dignity.
    • Demonstrates sense of urgency and commitment to delivering results.
    • Effective oral and written communication skills; ability to write professional documentation and emails.
    • Direct experience with Affirmative Action and OFCCP recruitment reporting and guidelines.
    • General knowledge of various employment laws and practices.
    • Working knowledge of applicant tracking systems.
    • Proficiency within a Microsoft environment (Word, Excel, PowerPoint, Outlook).
    • Ability to travel up to 20%, to local job fairs, recruiting/networking events, and/or customer sites. 

    Valued but not required skills and experience:

    • Bachelor’s degree
    • Experience in an agency recruitment environment
    • Working knowledge of iCIMS
