    The Proposal Manager will be responsible for performing all facets of proposal preparation, proposal management, and coordination. This includes proposal requirements synthesis across the range of Government customer-issued procurement documents, proposal outline development, proposal personnel resource management/direction, proposal timeline and process definition, story boarding coordination and support, proposal progress monitoring, review team scheduling and coordination, and proposal volume production.

    Responsibilities

     

    • Coordinate and manage proposals directed at U.S. Government organization customers, using knowledge of and experience with U.S. Government procurement practices
    • Synthesize Government and industry RFPs or other procurement and pre-procurement documents, which includes:
      • concisely and completely documenting bidder qualifications and constraints

      • concisely and completely documenting proposal submission requirements

      • supporting bid and no-bid analysis

      • supporting proposal preparation inclusive of storyboarding, proposal outlining, and win theme development

      • supporting team building and coordination of proposal partners

      • developing, tracking, and managing proposal schedules

      • guiding proposal publication and submission in accordance with solicitation requirements

    • Structure Government agency procurements, generate solicitation documents and/or participate in proposal evaluation, based on “on the other side of the table” thinking
    • Prepare in advance for RFP releases (25%)
    • Proposal development (50%)
    • Remain abreast of Globecomm’s capabilities and strengths, develop and improve internal proposal processes, and develop re-usable proposal materials (25%)
    • Support proposal development activities at Globecomm HQ or teaming partner locations, as needed
    • Travel according to business needs (trips will generally not exceed 1-2 weeks and will occur 1-3 times per year)

    Qualifications

    • U.S. Citizen with the ability and willingness to obtain and maintain a U.S. Government issued security clearance
    • 5-10 years of experience in proposal management
    • Professional written and verbal communication and interpersonal skills
    • Excellent organizational skills and ability to support several proposals simultaneously
    • Aptitude and interest to rapidly learn about Globecomm, our businesses, and our value proposition in these businesses
    • Flexibility in working hours to accommodate intensive proposal development activities
    • Ability to motivate assigned proposal authors/contributors to produce quality materials within tight timelines
    • Ability to develop proposal templates and to contribute as a proposal editor and author
    • Ability to demonstrate through work examples and/or testing, fluency in Microsoft Office (Word, Excel, PowerPoint, Visio and Project) and Graphics/Photo Editing software

     

    Preferred Qualifications

    • Bachelor’s Degree or higher in a relevant field
    • Successful completion of proposal development seminars/coursework (e.g. Shipley’s)
    • Technical familiarity with satellite and terrestrial telecommunications technologies and platforms
